$1B in road upgrades for LBI Housing Scheme

June 17 2026
The Ministry of Housing and Water, through the Central Housing and Planning Authority (CH&PA), is moving ahead with another phase of infrastructure development at the La Bonne Intention (LBI) Housing Development, with approximately $1 billion in contracts awarded for road construction works within the Young Professional Housing Scheme.
The latest phase of development will focus on the construction of roads within the Young Professional Housing Scheme and the section east of the Young Professional homes, as the rapidly expanding community continues to see increased housing construction and occupancy.
During a follow-up visit to the community, Minister of Housing and Water Collin Croal, accompanied by CH&PA engineers Orlando Arno and Esan Barry, along with other officials, outlined the scope of the planned works and reaffirmed the government’s commitment to the continued development of the housing scheme.
The first phase of the community’s main access road has already been completed. However, with more residents moving into the area and housing construction progressing, additional infrastructure investments are being implemented as part of the overall development plan.
A major component of the project will see the construction of more than 5,500 metres of asphaltic concrete roads along the two parallel main access roads serving Phases One and Two of the Young Professional Housing area. Grading works have already commenced.
To facilitate the project, contracts valued at approximately $1 billion have been awarded to 23 contractors across 32 lots. The roadworks will extend up to the second bridge within the community.
Cross streets within the Young Professional Housing Scheme will also be upgraded to concrete roads. Grading is expected to begin immediately, while construction of the concrete roads is scheduled to commence within the next month and will also extend to the second bridge.
Road upgrades are also expected to begin within days in the section located east of the Young Professional Housing Scheme, further expanding development across the housing area.
Officials noted that recent inclement weather temporarily delayed the commencement of works, but contractors are expected to advance construction shortly. It was also noted that the anticipated transition to the El Niño weather pattern in the coming weeks is expected to create more favourable conditions and allow contractors to accelerate their work.
The minister also appealed to residents for continued patience and understanding as the large-scale development programme progresses, explaining that the simultaneous construction of homes and infrastructure requires the constant movement of heavy-duty trucks and equipment, which can result in temporary deterioration of existing roads.
