CH&PA orders closure of unauthorised supermarket at Bel Air Village

The Central Housing and Planning Authority (CH&PA) has issued a Contravention Notice directing the immediate cessation of an unauthorised supermarket operation at Lot 22, Area “L”, Bel Air Village, Plantation Bel Air, Georgetown.
According to the Authority, the notice was issued under Section 22 of the Town and Country Planning Act, Chapter 20:01, after it was determined that the supermarket was established and operated without the required planning permission, in violation of national planning regulations.
CH&PA said its investigations found that the non-residential activity commenced unlawfully and contrary to the provisions of the Town and Country Planning Act. The Authority noted that Mr. Kamoul Ramdial, who is associated with the operation, is fully aware of the procedures for applying for planning permission for non-residential developments through the Single Window portal.
An application was reportedly submitted on October 21, 2025; however, CH&PA explained that it failed document validation and was not approved.
The Authority reiterated that all industrial, commercial, and other non-residential developments must obtain formal planning approval prior to construction or operation, in order to ensure orderly development and protect surrounding communities.
CH&PA said it remains committed to enforcing the law, while continuing to work with businesses and developers who comply with the established planning process and regulatory framework.
