Rape-accused Karimbaksh secured personal phone records of victim by deceiving cellular giant Digicel

October 27, 2026
In a staggering revelation of institutional corruption and absolute abuse of authority, the Head of the Special Organized Crime Unit (SOCU) and rape-accused Deputy Commissioner of Police, Fizal Karimbaksh, deliberately weaponized the power and letterhead of his high-ranking office to stalk and violate the privacy of a civilian woman. BIG Smith News Watch has obtained irrefutable evidence exposing how Karimbaksh exploited official channels to trick cellular giant Digicel into handing over the private phone records of a woman who has reported that he raped her.
According to documents furnished to this publication, Karimbaksh manipulated the gravity of his office, utilizing SOCU’s official standing to fabricate the illusion of a legitimate law enforcement probe. In formal correspondence addressed from the “Office of the Head, Special Organised Crime Unit (SOCU), Camp Road, Georgetown,” Karimbaksh requested and successfully extracted intimate subscriber details, locations, and comprehensive call logs under the guise of an active state investigation. Digicel, operating under the assumption that the requests were legitimate exercises of state security and crime-fighting, complied with the demands on multiple occasions, inadvertently aiding an alleged predator in tracking his target.
Two separate letters from U-Mobile (Cellular) Inc., located at 56 High Street, Kingston, Georgetown, lay bare how the cellular provider was duped into relinquishing customer confidentiality. In the first response dated August 24, 2023, which referenced SOCU, 23, dated August 18, 2023, Digicel forwarded records detailing the subscriber’s name, address, call locations, and full outgoing and incoming call logs for the period between July 31, 2023, and August 20, 2023. Ironically, Digicel added in its response that it was company policy to safeguard customer confidentiality, but stated, “I am confident you would like to ensure that your investigations are not hindered by any perpetrator escaping litigation through legal means. In this regard, I am forwarding the information as requested”.
Demonstrating a persistent pattern of abuse, a second Digicel correspondence dated January 25, 2024, shows a recurring breach of customer data. Responding to a subsequent request dated January 23, 2024, Digicel provided an Excel file containing the subscriber’s name, address, call locations, dates, and times for all incoming and outgoing calls from November 1, 2023, to the date of the letter.
The revelation that a senior law enforcement official could so casually co-opt state resources to facilitate personal stalking, culminating in horrific sexual violence, has sent shockwaves through the nation’s security architecture. Questions are now mounting not only over Karimbaksh’s continued occupancy of a sensitive national security post despite grave criminal accusations, but also over the vulnerabilities in telecommunications data-sharing protocols. By hiding behind official SOCU stationery, Karimbaksh turned a state anti-crime unit into a personal surveillance instrument, leaving civil society demanding immediate accountability for how a top cop entrusted with upholding the law was permitted to systematically bypass it to prey upon a civilian.
