‘Canada’s ‘Most Wanted’ captured in Guyana

For just over five years, neighbours of ‘Clifford Ragnaugh’, also called ‘Kris,’ had no clue that the quiet, grey-bearded housing contractor was actually a dangerous fugitive—wanted in Canada for a vicious, life-threatening attack on a teenage girl.

 

 

So they were shocked when, on December 20, 2024, detectives from Guyana, working with INTERPOL, swooped down on a Herstelling, East Bank Demerara residence and drove off with  a handcuffed ‘Ragnaugh’.

 

 

At first, the detained man insisted that he was ‘Clifford Ragnaugh’.

 

But he eventually cracked under questioning and confessed that he was Harry Narine Rajkumar, a Guyanese born citizen who was wanted in Canada for the attempted murder of a teenage girl and other serious offences.

 

BIG Smith News Watch has learnt that Rajkumar admitted to police that he was the same individual in a wanted bulletin photograph that was shown to him.

 

He also provided his date of birth as “1972-05-26,” nationality as “Guyanese,” and passport information as “R0629008.”

Rajkumar stated that he fled to Guyana through “backtrack,” with the help of a friend who provided him with travel documents under the name ‘Kevin Singh.’

 

He reportedly refused to disclose the friend’s identity.  He was charged, remanded and subsequently extradited. It is said to be the first successful extradition between Canada and Guyana.

 

The charges he faces include.

•   Attempted Murder in violation of the Canadian Criminal Code

 

•   Aggravated Assault in violation of the Canadian Criminal Code (Ottawa ⁠ jurisdiction)

 

CONSTRUCTION INDUSTRY

 

Information provided to the BIG Smith News Watch revealed that Rajkumar was born in Mahaicony, East Coast Demerara.

 

“But he didn’t return to Mahaicony (when he fled here), since he knew he would be recognized,” a source told this newscast. Instead, he rented a house in Providence, East Bank Demerara, then moved to Herstelling.

 

Using his experience in construction, ‘Clifford Ragnaugh’ reportedly easily established himself as a private contractor and landed lucrative contracts in the booming housing industry.

 

HIS CRIME IN CANADA   

 

It was in November 2018, that police officers responded to a frantic call from Eglinton Avenue, Toronto, Canada.

 

It came from a woman screaming for help to protect her children.

 

The cops found Jessica Motilall, a 16-year-old female Canadian national, bleeding profusely from severe stab wounds to her neck and cheek.

One officer carried Jessica downstairs to expedite medical attention, while another applied pressure to her wounds and kept her awake—actions that ultimately saved her life.

 

The teen, who has made a full recovery, identified her attacker as Harry Narine Rajkumar.

 

But Rajkumar had long fled the scene and was last seen during the month of November 2018.

 

As a result of an INTERPOL Red Notice, checks were made at the Central Immigration and Passport Office in Guyana.

 

Passport documents there matched the information provided by an INTERPOL RED NOTICE issued by Canada.

 

The details included the name “Harry Narine Rajkumar,” date of birth “1972-0526,” nationality “Guyanese,” and passport information “R0629008.”

 

The inquiry further revealed that using this passport, Harry Narine Rajkumar departed Guyana for Canada in 2017. There was no trace of him re-entering Guyana through legal ports.

 

The case was shared with BIG Smith News Watch by concerned Canada-based Guyanese, who were certain that Rajkumar was hiding out in Guyana.

 

It was also prominently featured on the popular Canada television documentary ‘Crime Beat Most Wanted.’
