
November 18, 2025 — The Ministry of Natural Resources of Guyana has announced the public release of the Petroleum Agreement and Petroleum Exploration Licence for the S4 development project. Both documents, recently signed and issued, are now accessible to the public through the ministry’s official website, petroleum.gov.gy.
According to a statement from the Ministry this move highlights the government’s ongoing dedication to transparency and accountability in the petroleum sector. By making these agreements publicly available, the Ministry aims to foster greater public awareness and encourage stakeholder engagement.
The ministry is calling on civil society, private sector entities, researchers, and citizens to review the documents and participate in informed discussions regarding Guyana’s oil and gas development. This latest disclosure adds to the series of petroleum sector agreements and licences already published, reinforcing the government’s commitment to strengthening governance and promoting transparency in its resource management.
