Illegal Encroachment Along Mandela–Eccles Highway to be Removed

August 5, 2025 – The Ministry of Housing and Water, through the Central Housing and Planning Authority (CH&PA), has taken firm action against a business found unlawfully occupying sections of the road and drainage reserves along the Mandela–Eccles four-lane highway.
According to a statement issued by the agemcy, in a recent enforcement move, CH&PA issued a formal Notice of Contravention to the business owners, who were found to have illegally constructed and concreted areas adjacent to the western lane of the highway.
These actions were in violation of the Town and Country Planning Act, Chapter 20:01.
As part of the enforcement process, the agency has commenced dismantling the unauthorized structures. The Notice mandates that all encumbrances — including concrete surfaces, construction materials, machinery, and other equipment — must be immediately removed from the public reserves.
The CH&PA further directed that all construction and operational activities must remain within the legal boundary of the property and must not obstruct or hinder the free flow of traffic on the highway.
While the business had received CH&PA approval for its development in December 2023, the approved site plan clearly outlined that access was to be provided via an internal road west of the location, and not from the Mandela–Eccles highway.
The Ministry stated that this is a continued commitment to safeguarding public infrastructure and ensuring that development proceeds in accordance with national planning laws.
The Ministry emphasized that illegal encroachments on roadways, drainage systems, and other public spaces will not be tolerated, and violators will face legal consequences.
Authorities reaffirmed that protecting public reserves is critical for maintaining safety, order, and the sustainable development of infrastructure that benefits all Guyanese.
