Guyana Development Bank opens its doors

The Guyana Development Bank (GDB) officially begins operations today, October 5, 2026, offering a major new financing opportunity for small and medium-sized enterprises (SMEs) and aspiring entrepreneurs across the country.
The state-owned institution was established to address one of the longstanding challenges facing local entrepreneurs: access to affordable capital.
Under the programme, eligible SMEs and entrepreneurs can access up to G$3 million in financing at zero interest and without the need for collateral. The initiative is expected to particularly benefit people who may struggle to secure traditional commercial loans because they lack sufficient collateral, established credit histories or access to capital.
The bank is designed to support a broad range of Guyanese, including first-time entrepreneurs, women, youth, sole traders and persons living with disabilities. It will also extend support to businesses and entrepreneurs in rural, hinterland and riverine communities.
Financing will target several areas considered important to Guyana’s economic diversification, including agriculture, agro-processing, manufacturing, tourism, services and technology.
The bank’s support will extend beyond simply providing financing. Successful applicants are expected to receive mentorship, training and technical assistance, including help developing stronger business proposals and improving their ability to manage and grow their enterprises.
Government has also designed the programme to help businesses graduate to larger levels of financing. Borrowers who receive funding through the Development Bank may subsequently be able to access up to an additional G$7 million through participating traditional lending institutions under a co-financing arrangement.
The Development Bank is launching with an initial US$100 million capital injection, equivalent to approximately G$20 billion, representing half of its authorised capital of G$40 billion.
The institution’s creation follows the passage of the Guyana Development Bank Bill 2026 in the National Assembly on July 27. President Dr Mohamed Irfaan Ali assented to the legislation on July 30, while a Commencement Order was subsequently signed and gazetted to bring the institution into operation.
Applications to be accessible nationwide
According to the Government of Guyana, applicants will be able to apply through a mobile application, while community desks will be established within commercial bank branches across the country.
The initiative is also expected to train local entrepreneurs as facilitators who can help residents transform business ideas into loan-ready proposals before applications are submitted.
The government has encouraged prospective applicants to prepare their business plans and supporting documentation. Earlier guidance indicated that applicants should be prepared to provide identification and business registration information, while assistance will be available to help prospective beneficiaries meet relevant compliance requirements.
With the Guyana Development Bank now officially operational, thousands of Guyanese entrepreneurs who previously struggled to access traditional financing are being presented with a new opportunity to turn business ideas into viable enterprises, expand existing operations and contribute to economic growth.
The message from government is straightforward: build, grow and thrive but with a viable business plan and the discipline to repay the financing.
The Development Bank is not a grant programme. It is intended to provide entrepreneurs with an affordable pathway to establish businesses, build credit histories and eventually graduate to larger commercial financing.
