VP, Minister Manickchand Discusses Development with East Coast NDCs

The Government on Thursday intensified its efforts to strengthen local governance as Minister of Local Government and Regional Development, Priya Manickchand, convened a high-level engagement with Neighbourhood Democratic Councils (NDCs) along the East Coast of Demerara.
The meeting brought together Chairpersons, Vice Chairpersons, Overseers, Councillors, and technical staff for discussions on improving administrative performance, accountability, and service delivery within local democratic organs. Minister Manickchand stressed that the effectiveness of NDCs directly shapes the daily experiences of residents, making strong governance and responsive systems essential.
In a notable development, Vice President Dr. Bharrat Jagdeo made an appearance, joining the dialogue and interacting directly with NDC officials and residents. His participation signaled the Government’s continued commitment at the highest level to strengthening local administration and fulfilling development commitments across communities.
During the session, NDC representatives and central government officials examined several key areas, including infrastructure upgrades, improved drainage and irrigation to mitigate flooding, enhanced waste management systems, and the overall modernization of community services. Strengthening financial management—particularly revenue collection, record-keeping, and transparent budgeting—was also highlighted as a priority.
The Vice President, who also serves as the General Secretary of the PPP, reaffirmed his personal commitment and that of the party to delivering on all pledges outlined in its manifesto.
Minister Manickchand reiterated that empowering local bodies remains a core focus of the administration. She emphasized that strong, people-centered governance at the community level is vital to national development, and assured that the Ministry will continue to support NDCs as they work to improve services and accelerate growth.
Thursday’s meeting forms part of a national series of engagements aimed at assessing the operations of local councils, understanding on-the-ground challenges, and shaping strategic plans for 2026 and the years ahead.
