MNR Introduces Streamlined Timeline for Local Content Certification

As part of President Dr. Irfaan Ali’s broader mandate to modernise and expand public services, the Ministry of Natural Resources, through the Local Content Secretariat, has introduced a structured timeline for reviewing and approving local content certification applications.

According to a press statement from the Ministry, the initiative aims to provide greater clarity, predictability, and efficiency for businesses and companies seeking certification.

Under the updated framework, effective January 2026:

  • Sole proprietorships and landlords will have new applications processed within five working days, with renewals completed in three working days.

  • 100% Guyanese-owned companies and business partnerships will see new applications processed in 15 working days, and renewals within 10 working days.

  • All other companies will have new applications processed in 21 working days, with renewals completed within 15 working days.

 

The Secretariat emphasises that these timelines commence only after all required documents have been submitted, ensuring consistency, transparency, and alignment with the government’s commitment to a more responsive public service.

An updated list of required documents will be available on petroleum.gov.gy, clearly outlining the documentation needed under the new framework.

In addition, stakeholders in Guyana’s petroleum industry and its wider supply chain are encouraged to make use of the Local Content App, launched in February 2025.

The platform connects suppliers with contractors and subcontractors, streamlining access to procurement opportunities and enhancing local participation in the sector.

The Ministry also plans to launch an online portal for submission of applications in January 2026, aimed at further improving efficiency in the certification process. Members of the public are encouraged to utilise these new facilities when submitting applications.

This move underscores the Ministry’s commitment to strengthening local content participation while improving service delivery across the public sector.
