President Ali announces COI team to probe MV Barima tragedy

President Dr. Irfaan Ali has just announced the members of the independent Commission of Inquiry (COI) that will investigate the circumstances surrounding the capsizing of the MV Barima.
The members are: Justice Godfrey Phillip Smith of Belize (head), Attorney Nyree maritime law expert, Rear Admiral (Ret’d) Hayden Pritchard, expert in maritime operations and security, Captain Hamada Fouda brings international maritime investigation expertise and Dr Andrzej Jasionowski, forensic naval architect.
The Commission has been established to conduct a comprehensive investigation into one of Guyana’s deadliest maritime disasters, examining the events leading up to the sinking, the emergency response, and any factors that may have contributed to the tragedy.
The President previously stated that the Commission comprises independent experts with experience in law, marine engineering, maritime safety and disaster investigation. The panel will also be tasked with identifying any shortcomings, recommending accountability where appropriate, and proposing reforms to strengthen Guyana’s maritime transport system.
The inquiry is expected to examine issues including the vessel’s loading, passenger boarding procedures, seaworthiness, maintenance history, compliance with maritime safety regulations, the conduct of the captain and crew, life-saving arrangements, weather conditions, and the effectiveness of the search, rescue and recovery operation.
The Commission’s findings and recommendations are expected to guide future legislative, regulatory and operational reforms aimed at preventing similar tragedies.
