Historic First as Commissioner Hicken awarded doctorate

Commissioner of Police Dr. Clifton Anthony Hicken has made history by becoming the first Commissioner of the Guyana Police Force (GPF) to be conferred with a doctorate.

 

Dr. Hicken was awarded a Doctor of Philosophy in Human Rights and Social Justice, Honoris Causa, by International American University (IAU) during the institution’s convocation ceremony held on Saturday at the Crowne Plaza San Francisco Airport by IHG in Burlingame, California.

 

The honorary doctorate was presented by the university’s School of Business, based in Los Angeles, in recognition of his leadership, contributions to public service, and commitment to advancing human rights and social justice. He was also honoured at the Global Excellence Summit 2026 for his exceptional achievements.

 

According to the Guyana Police Force, the award marks a significant milestone in Dr. Hicken’s academic and professional career and reflects his dedication to leadership, community development, institutional advancement and public service.

 

Dr. Hicken’s academic credentials include two diplomas from the University of Guyana in public management and related fields, as well as a Master of Business Administration with a specialisation in Human Resource Management from the University of Bedfordshire.

 

Throughout his law enforcement career, he has completed numerous local and international training programmes in areas such as leadership, human rights, domestic violence, tactical operations, emergency response, search and rescue, public order management and organisational development.

 

His professional training has been conducted through institutions including the University of Guyana, the University of the West Indies Cave Hill School of Business, the San Salvador Law Enforcement Academy and several other international law enforcement and security organisations.

 

The Guyana Police Force noted that the recognition underscores its ongoing emphasis on education, professionalism and leadership development within the organisation.

 

The Force has extended congratulations to Dr. Hicken, describing the achievement as a proud and historic moment for the institution.
