Special Branch Chief admits document destruction based on “Unwritten Policy”

Head of the Guyana Police Force Special Branch, Prem Narine, admitted in court yesterday that he destroyed official police books and records based on an “unwritten policy,” operating without authorization from superior officers or legal counsel.

The revelation came during cross-examination by Senior Counsel Roysdale Forde in the ongoing extradition proceedings against Azruddin and Nazar Mohamed at the Georgetown Magistrates’ Court.

Narine testified that destroying operational records was necessary to protect sensitive intelligence, informants, and Special Branch operatives from safety threats. However, when pressed by Forde to cite the specific legal or administrative authority granting him power to destroy public records, Narine claimed that Standing Order 50 and the Official Secrets Act “implied” such authority for his position.

Under direct questioning, Narine acknowledged that Standing Order 52, which outlines Special Branch duties, contains no express provisions authorizing the destruction of records.

“It is not a written policy, but it is a policy,” Narine told the court, confirming that he has implemented no formal written guidelines on document disposal since assuming leadership of Special Branch in July 2024.

Narine further admitted that he did not consult the Police Legal Advisor nor seek approval from the Commissioner of Police or any superior rank prior to disposing of the books.

The defense argues that the destruction of primary records under an unwritten, self-interpreted mandate severely compromises the integrity of the prosecution’s case.

The trial continues on November 23.
