Trump promises $5,000 payout if Republicans win midterms

President Donald Trump is promising a major cash payment to American adults if Republicans retain control of Congress in the November 2026 midterm elections.

 

Trump has said that every adult U.S. citizen would receive a $5,000 “Trump dividend” if Republicans win control of both the House of Representatives and the Senate. He repeated the promise this week as he campaigns across the country ahead of the November 3 elections.

 

The proposal was first unveiled at the Republican Party’s midterm convention in Dallas in September. Trump described the payment as a dividend generated by what he says are the economic gains from his administration’s policies, particularly tariffs.

 

The proposal would be extraordinarily expensive. FactCheck.org estimates that roughly 245 million U.S. citizens are age 18 or older, meaning $5,000 payments to every adult citizen would cost approximately $1.2 trillion. Reuters has placed the potential cost even higher, at about $1.35 trillion, depending on eligibility.

 

Trump has suggested that tariff revenue could help finance the payments. However, independent analyses have questioned whether tariff collections would be sufficient.

 

According to FactCheck.org, the U.S. collected approximately $264 billion in net tariff revenue during 2025, compared with $79 billion in 2024. Through July 2026, net tariff revenue was around $64 billion after accounting for refunds connected to tariffs that were subsequently invalidated.

 

Commerce Secretary Howard Lutnick has also suggested that other sources of revenue could be used. The Guardian reported that Lutnick estimated roughly $500 billion of the money needed could potentially come from a new visa program, although substantial questions remain about how the remainder would be financed.

Would Trump be able to do it?

Not on his own, according to fiscal-policy experts. The proposal would likely require Congressional approval, meaning Republicans would need to maintain control of Congress and then pass legislation authorizing the payments.

 

There are also questions surrounding the political and legal implications of promising money in connection with an election. Legal experts cited by FactCheck.org noted that the proposal could raise concerns under federal election law, although broad promises of future economic benefits have historically received significant constitutional protection.

 

Trump’s latest pledge comes as Republicans face a challenging midterm environment. A recent Reuters/Ipsos poll put Trump’s approval rating at 32%, while Republicans are attempting to maintain their congressional majorities heading into November.

 

For now, the proposed $5,000 payment remains a political promise rather than an approved government program. Its implementation would depend on congressional action, the availability of funding and the legal structure ultimately used to distribute the money.
