-Outlines Vision for Governance Reform

September 12 2025

President Dr Irfaan Ali today met with Permanent Secretaries and their deputies to chart the course for his administration’s second-term agenda, setting out a clear vision for modernising government operations and improving service delivery.

At the meeting, the President underscored his government’s commitment to building a fully digitised public service framework, aimed at enhancing efficiency, transparency, and results-driven performance.

He stressed that while technology and systems will play a central role, the transformation must remain people-centred, with customer service, reliability, and timeliness as guiding principles.

As part of the first phase of this transition, the following senior appointments were confirmed:

  • Mrs. Sharon Roopchand-Edwards – Permanent Secretary, Ministry of Foreign Affairs

  • Mr. Roger Rogers – Permanent Secretary, Ministry of Tourism, Industry and Commerce

  • Ms. Duan Ellis – Permanent Secretary, Ministry of Agriculture

  • Dr. Erica Forte – Permanent Secretary, Ministry of Human Services and Social Security

President Ali noted that additional announcements regarding Permanent Secretaries and other senior officials will be made in the coming days, as his government accelerates efforts to strengthen institutional capacity and deliver on its development agenda.
