MoE Takes Action Following Bullying Incident at Ann’s Grove Secondary

May 22, 2025 – The Ministry of Education has launched a decisive response to a recent bullying incident involving a special needs student at Ann’s Grove Secondary School.

The incident, which came to light through a viral video showing several students physically and verbally abusing the child, prompted immediate action from education officials.

Following a personal visit by Minister of Education, Priya Manickchand, to the home of the affected student in Victoria Village, a team from the Ministry visited the school to address the situation.

The delegation was led by Deputy Chief Education Officer for Administration, Ms. Tiffany Favorite-Harvey, and included senior officials such as Assistant Chief Education Officer for Secondary Education, Mr. Sherwyn Blackman; Regional Education Officer, Ms. Keane Adams; and Assistant Chief Education Officer for Special Education Needs and Disabilities (SEND), Dr. Keon Cheong.

The team engaged in in-depth discussions with students, teachers, and parents directly involved in the incident. Based on the outcomes of the meeting, firm disciplinary measures were implemented against the students responsible. These actions include mandatory counselling, psychological assessments, transfers where necessary, and increased monitoring of the students involved.

The Ministry expressed serious concern about the handling of the matter at the school level and is currently conducting a thorough investigation to determine how and why the internal system failed to respond appropriately. Ann’s Grove Secondary, like most secondary schools across the country, has an assigned school counsellor—a part of a wider initiative since 2021/22 that has placed over 133 counsellors in 117 secondary schools.

While reaffirming its commitment to student safety and mental well-being, the Ministry emphasized that the internal support mechanisms must function effectively and assured the public that appropriate action will be taken based on the findings of the ongoing review.
