MoE Launches “Rehabilitation Through Learning” Initiative in Prisons

December 10 2024 – The Ministry of Education has introduced an innovative program to empower inmates and Prison Service Officers through education, signaling a transformative shift in Guyana’s correctional approach. Launched on December 9, 2024, as part of the Ministry’s EduReform initiative, the program emphasizes rehabilitation and social reintegration.

Educational Pathway for Inmates
The two-year program offers participants the chance to pursue five Caribbean Secondary Education Certificate (CSEC) subjects: English A, Mathematics, Social Studies, Electronic Document Preparation and Management (EDPM), and Human and Social Biology (HSB). These subjects are designed to enhance literacy, critical thinking, and employability.

Lessons will be delivered virtually within the prison environment, using modern technology. Classes are scheduled daily from 9:00 a.m. to 11:00 a.m., ensuring a consistent and structured learning experience.

Focus on Rehabilitation and Reintegration
This initiative marks a departure from punitive correctional measures, prioritizing rehabilitation through education. It aims to:

  • Reduce recidivism by equipping inmates with marketable skills.
  • Improve employment prospects upon release.
  • Promote social reintegration for safer communities.
  • Foster self-esteem and personal development among inmates.

Minister of Education, Priya Manickchand, emphasized the importance of second chances, stating that past mistakes or crimes should not define an individual’s entire life.

While personal transformation requires individual effort and counseling, the state has a duty to provide opportunities for growth and reintegration.

This initiative reflects the Ministry’s commitment to equitable education access and the Government of Guyana’s dedication to fostering positive contributions to society from all its citizens.
