GECOM Staff Released on High Court Bail in Theft Case

After spending nearly two weeks on remand, 30-year-old Assistant Accountant of the Guyana Elections Commission (GECOM), Dikimbie Gittens, has been granted bail in the sum of $500,000 by the High Court in Demerara.
Gittens, of Onderneeming, Parfaite Harmonie, West Bank Demerara, faces a charge of larceny by clerk or servant, contrary to Section 184 of the Criminal Law (Offences) Act.
He is accused of stealing just over $5 million from GECOM’s Secretariat, located at Barrack and Fort Streets, Kingston, Georgetown, between September 15 and 16, 2025.
He was arrested on September 22 and made his first court appearance before Senior Magistrate Fabayo Azore on September 25 at the Georgetown Magistrates’ Courts.
The charge was read to him, but he was not required to enter a plea, and bail was denied.
Attorney-at-Law Brenden Glasford later moved to the High Court, where he argued that the magistrate’s decision to refuse bail was inconsistent with the Bail Act 2022.
On October 6, Justice Jacqueline Josiah-Graham granted Gittens bail in the sum of $500,000 with conditions.
Following the ruling, Gittens was released pending the continuation of his case, which is scheduled for November 5 at the Georgetown Magistrates’ Courts.
According to police, the missing funds were meant for payment to GECOM’s polling day workers.
After discrepancies were discovered, a formal report was made, resulting in Gittens’ arrest.
Thirteen other individuals were also detained during the investigation but were subsequently released on station bail.
