Career diplomat being replaced by Sam Hinds unlikely to be appointed to another post

Career diplomat Ambassador Riyad Insanally will be replaced as Guyana’s Ambassador to the United States by Former President and Prime Minister Sam Hinds. Hinds is currently preparing to take up the post and has been engaging in a series of courtesy calls with government officials.

There are no plans at this time to utilize the services of Ambassador Insanally for any other post, “It is at the discretion of the President, he will have to make that determination,” Minister of Foreign Affairs Hugh Todd said when asked directly about Insanally.

The Minister said that several ambassadors the government “inherited” are being replaced.

“Usually when the government changes, ambassadors will resign, some stayed on,” Todd said, “The President who appoints ambassadors, is in the process of doing that and that’s just what it is, we don’t want to identify anyone to say who is going where and who is doing what, so who the President appoints, he appoints.”

Ambassador Insanally was appointed Guyana’s ambassador to the US in 2016, then the Ministry of Foreign Affairs described him as a career diplomat with more than 25 years of experience at the Ministry.  Dr Insanally been the OAS Representative in Trinidad and Tobago and an Adviser to the OAS Assistant Secretary-General in Washington, DC, the Organisation of American States said on its website.

Dr. Insanally represented Guyana’s sugar interests in Europe and served as Senior Trade Adviser at the Guyana High Commission in London and Commercial Representative of the Guyana Sugar Corporation.

He was also Political Adviser to the first two Secretaries-General of the Association of Caribbean States (1997-2003), in Port of Spain, and served as a Senior Foreign Service Officer in the Ministry of Foreign Affairs of Guyana (1990-1997), specializing in multilateral diplomacy and regional integration issues.
