Why Marcus Bisram was freed by Justice Ramlall

DPP goes after Marcus Bisram again; files full court appeal

FREED: Marcus Bisram all smiles as he exited the Camp Street Jail on Tuesday

On Monday High Court Judge Morris-Ramlall passed a ruling electronically quashing the decision of the Director of Public Prosecution who ordered the rearrest of Marcus Bisram on March 30, 2020 moments after he was set free by Corentyne Magistrate Renita Singh.

The DPP had ordered, through her representative, State Prosecutor Stacy Goodings that the police rearrest Bisram and that the magistrate should reopen the murder case against Bisram with a view of committing him. Bisram was charged with murdering carpenter Fayaiz Narindatt back in 2016.

Bisram’s freedom for a second time raises questions of if the state meticulously covered all grounds at the level of the investigations and charge recommendations by the DPP Chambers before requesting his extradition from the United States to face the murder charge.

Here is the fulling ruling of Judge Ramlall which effectively saw Bisram walking out the Camp Street jail a free man on Tuesday afternoon. Bisram decision by Justice Ramlall
