Min Manickchand Meets Region Three NDCs

— Emphasizes Stronger Community Engagement and Service Delivery
October 29, 2025 —
Minister of Local Government and Regional Development, Priya Manickchand, met with six of the Neighbourhood Democratic Councils (NDCs) of Region Three as part of her ongoing national engagement with local governance bodies.
In her remarks, Minister Manickchand emphasized the critical role of NDCs as the closest level of government to the people, noting that the quality of community engagement at this level directly influences citizens’ confidence in public service.
She encouraged councils to deepen their presence in communities, listen actively to residents’ concerns, and build trust by ensuring respectful and consistent and fair interaction with households, youth groups, and vulnerable families.
The Minister also underscored the need to improve responsiveness and follow-through in service delivery. She highlighted that while many regional priorities are set at broader levels, the NDCs are where citizens experience government, through drainage and irrigation upkeep, sanitation management, community maintenance, and everyday administrative services.
Council representatives provided updates on ongoing works and shared challenges requiring inter-agency support. Discussions included improving maintenance systems, enhancing communication with residents, and ensuring that community-level concerns are addressed in a timely and coordinated manner.
Minister Manickchand reaffirmed her Ministry’s commitment to supporting the councils in strengthening their operational capacity and service effectiveness.
She called on all NDC leaders to approach their roles with a renewed sense of responsibility, noting that effective and empathetic leadership at the local level is essential to advancing development across Guyana.
This engagement forms part of a series of structured consultations with RDCs, NDCs, and municipal councils across the country. The NDCs she met with today are Toevlugt/Patentia, Canals Polder, La Grange/Nismes, Malgre Tout/Meerzorgen, Best/Klein Pouderoyen, and La Jalousie/Novelle Flanders.
