AN UNPREPARED PROSECUTION: ‘That is very embarrassing’-Ramjattan, vows to engage DPP, Chief Justice, Chancellor on Bisram matter

Minister of Public Security Khemraj Ramjattan told the press that if indeed the state is not fully prepared to commence its prosecution of Marcus Bisram, then ‘that is very embarrassing’ State appears ill-prepared to prosecute Bisram: DPP Rep attempts several delay maneuvers in court

He was at the time responding to questions from the press on what is really going on with the matter given that the state jumped high and low to have Bisram return for prosecution but now seems either unprepared or unwilling to go ahead with prosecution of Bisram. 

Since the Bisram’s return to Guyana through extradition, there have been several delays in the matter, this started last week and continued into this weeks and the delays all seems to be emanating out of the Director of Public Prosecution’s Chambers.

Already the defense counsels for Bisram indicated that should this continue, they will be forced to approach the High Court and seek to have  a judge grant Bisram bail in the matter of the capital offence for which he is charged.

“It is rather surprising and it would be entirely embarrassing for the state to have demanded his coming over and now that he is extradited, these officers are not up to the task of ensuring that they get the documents in, in time” Ramjattan told the media.

He was at the time making his way of the Police Officers Training Complex in Georgetown where he had attended an official engagement.

Bisram matter stalled as state fails to submit statements; was a no-show in court

The security Minister said that if that is what their behaviour is, it is very embarrassing. He recalled that he has been publicly requesting that the work of the magistrates and prosecutors be enhanced so that they can get the convictions.

“But what you are telling me here is rather disheartening but I am certain that we are; I am going to go now and talk to the Director of Public Prosecutions and the Chief Justice and the Chancellor in relation to what is happening both with the prosecutors and the magistrate”  The Security Minister told the press on Wednesday afternoon.

Marcus Bisram is charged with the murder of 27 year old father of two, Faiyaz Narinedatt. Five other persons were also charged and have already been committed to stand trial in the High Court.
