GPF launches investigation into rape scandal against Karimbaksh

The Guyana Police Force has launched an investigation into allegations of rape and threatening behaviour made against a senior officer of the Force.
In a statement, the GPF said a report containing the allegations was received and that Commissioner of Police Dr Clifton Hicken has established a team to conduct a thorough investigation.
The Force said the allegations are being treated seriously and that the investigation will be conducted professionally, impartially and in accordance with established procedures.
The GPF also said due process will be afforded to all parties involved and that further information will be provided as necessary.
The statement did not publicly identify the senior officer.
However, a report published by this publication earlier this week indicates that the investigation is linked to a complaint made by a female SOCU Inspector.
The complaint was reportedly made on Monday, September 28, 2026, by a serving female Police Inspector, who provided investigators with a detailed statement alleging a pattern of sexual, physical and emotional abuse by Deputy Commissioner of Police Fizal Karimbaksh, who heads the Special Organised Crime Unit.
According to the woman’s statement, the alleged abuse included incidents of rape and threats to her life.
She reportedly told investigators that the first alleged rape occurred at the Guyana Police Force Headquarters at Eve Leary, where Karimbaksh had official living quarters as a senior police officer.
She further alleged that another incident occurred while she and other officers were participating in a police training programme, claiming that Karimbaksh entered the room where she was staying without her consent and had sexual intercourse with her against her will.
The Inspector also alleged that Karimbaksh threatened her life on multiple occasions. According to her statement, on one occasion he allegedly pointed a firearm at her head in the presence of her mother. She further alleged that he threatened to write her name on a bullet if she ended their alleged relationship.
The woman reportedly told investigators that the alleged sexual, emotional and mental abuse and threats continued over time, but that she remained silent because she was afraid.
She later sought support from family members and brought the matter to the attention of Minister of Home Affairs Oneidge Walrond, before making the formal police report.
The Inspector also reportedly detailed an incident involving motor vehicle PXX 73, which she said was being driven by Karimbaksh. Information provided to the publication indicates that the vehicle is registered to Karimbaksh.
According to the Inspector, her interactions with Karimbaksh began after she completed the police entry examination but was awaiting feedback on commencement of her training.
She reportedly said she was referred to Karimbaksh, who was then Deputy Force Training Officer. After obtaining her telephone number, he allegedly contacted her two days later and told her that he liked her.
The woman has also alleged that Karimbaksh subsequently followed and monitored her. She reportedly described an incident on September 6, 2024, when he allegedly followed her and her boyfriend and threatened to kill her if she left him.
The allegations are now the subject of an official investigation by the Guyana Police Force.
Karimbaksh has not been charged in relation to the allegations, which remain untested, and the investigation is expected to determine whether any criminal or disciplinary action is warranted.
