MNR seeks independent administrator for EITI reports

The Government of Guyana, through the Ministry of Natural Resources, has invited proposals from qualified and independent firms to serve as Independent Administrator for the preparation of Guyana’s 8th and 9th Guyana Extractive Industries Transparency Initiative (GYEITI) Reports.
The assignment will cover the fiscal years 2024 and 2025 and is intended to support the GYEITI Multi-Stakeholder Group in producing comprehensive, reliable and accessible reports in keeping with the Extractive Industries Transparency Initiative (EITI) 2023 Standard.
Both reports are required to be completed and ready for publication by October 30, 2026.
According to the Ministry, the selected Independent Administrator will be responsible for conducting a scoping study and gap analysis to guide decisions on the scope of the reports.
This will include a detailed assessment of the fisheries sector and a recommendation on whether it should be included in the reporting for the two fiscal years.
The administrator will also be tasked with preparing consolidated reports organised by sector, including oil, gas, mining, forestry and fisheries, if applicable. In addition, open data files for both years and standardised summary data templates must be submitted in accordance with EITI reporting requirements.
Further responsibilities include assessing the completeness and reliability of disclosures, preparing a reconciliation summary consistent with GYEITI standards, and providing technical and analytical support to help strengthen governance and transparency in Guyana’s natural resource sectors.
Proposals must be submitted no later than 9:00 a.m. on Tuesday, March 17, 2026, to the Tender Box at the office of the Chairman of the National Procurement and Tender Administration Board, Ministry of Finance, Main and Urquhart Streets, Georgetown.
