Guyana has Become a Model Country in the World – Min Bharrat

January 27 2025- Minister of Natural Resources, Vickram Bharrat, delivered a powerful presentation on Day 2 of the 2025 Budget Debates at the Arthur Chung Conference Center, emphasizing the government’s prudent management of the country’s resources and commitment to sustainable development.
Minister Bharrat highlighted the transformation of the forestry sector, which has seen significant revival and revitalization under the current administration.
He noted that Guyana is globally recognized for having one of the most pristine forests in the world, with one of the lowest deforestation rates despite employing over 25,000 Guyanese in the sector.

“We have one of the best model among developing countries with regards to balancing economic development with environmental sustainability” the minister said, urging Guyanese to take pride in this achievement.
He also emphasized the importance of sustainability, citing Guyana’s status as the only country in the region to sign the EU Forest Partnership Agreement and attain Programme for the Endorsement of Forest Certification (PEFC), ensuring traceability and legality in wood production.
Achievements Across Sectors
Minister Bharrat outlined several accomplishments of the government, including:
- Revival of the Bauxite Sector: Efforts are underway to strengthen this key industry.
- Oil and Gas Sector Management: Over 7,000 Guyanese are directly employed in the oil and gas industry, with 1,500 local companies benefiting from the Local Content framework. The sector is being managed transparently to ensure all Guyanese benefit.
- Infrastructure Development: Major projects like the new harbour bridge and new highways are easing transportation and facilitating increased vehicle influx.
- Job Creation: The administration has created 50,000 jobs, issued 50,000 house lots, and provided 20,000 scholarships.
Enhancing the Quality of Life
The minister emphasized measures that directly improve the lives of Guyanese:
- Doubling old-age pensions.
- Reinstating and increasing the “Because We Care” cash grant.
- Removing VAT on electricity and water.
- Providing free university education.
He also highlighted the government’s commitment to recapitalizing the sugar industry, building new hospitals and schools, and expanding economic activities in Regions 6, 10, 2, and hinterland communities.
Challenges and Criticism
Minister Bharrat criticized the opposition’s governance, noting that strongholds like Linden and Georgetown were neglected under the APNU+AFC administration.
He pointed to unsanitary conditions in Georgetown as evidence of poor management by the opposition-controlled Mayor and City Council.
Vision for the Future
The minister outlined key goals for Budget 2025, which include reducing electricity rates through the gas-to-energy project, increasing infrastructure investment, and continuing to create opportunities for economic growth.
This budget is about improving lives and putting disposable income in the hands of the people, Minister Bharrat stated.
As the government continues to deliver on its promises, Budget 2025 aims to build on these successes by focusing on sustainability, infrastructure, and the well-being of all Guyanese.
