Government Counters APNU+AFC’s Claims on Oil Sector Management

In response to recent claims by the opposition regarding the government’s management of Guyana’s oil sector, the Ministry of Natural Resources has issued a comprehensive statement highlighting the missteps of the previous administration and the corrective measures undertaken by the current government.
Upon assuming office in 2020, the Irfaan Ali-led administration conducted an audit of the petroleum sector’s management infrastructure, revealing a state of disarray attributed to the lackluster leadership of the APNU+AFC administration.
The previous government’s failure to address fundamental regulatory and legislative tasks left the country ill-prepared to manage its burgeoning oil industry.
Among the egregious infractions highlighted by the Ministry are:
Secret negotiation of an oil contract with a stabilization clause, hindering Guyana’s ability to amend the agreement to benefit its citizens.
Failure to pass a Local Content Act, resulting in billions of dollars in oil sector expenditure awarded to foreign companies.
Neglect to overhaul outdated petroleum legislation, including the Petroleum Act.
Inaction on critical projects such as the Gas-to-Energy initiative and delays in conducting audits of the Stabroek Block.
Mishandling of the Natural Resource Fund (NRF), which lacked transparency and accountability measures.
In contrast, the Ministry outlined the significant strides made by the current administration to rectify these shortcomings:
Passage of the Local Content Act in December 2021, resulting in over US$1 billion invested in Guyanese goods, services, and skills.
Enactment of the Petroleum Activities Act in August 2023, modernizing petroleum management practices.
Advancement of the Gas-to-Energy project, with significant works underway to deliver clean and reliable energy by 2025.
Completion of audits for the period 1999 to 2020, with efforts to upskill Guyanese for the petroleum sector.
Strengthening of the NRF Act to improve transparency and accountability, including the establishment of a Board of Directors.
Enforcement of signature bonus regulations and rigorous review of permits to ensure compliance with the law.
Additionally, the government has implemented numerous legislative reforms, established training programs, and enhanced institutional capacity to optimize outcomes in the petroleum sector. These efforts aim to foster sustainable economic development and benefit all Guyanese.
The Ministry’s statement underscores the government’s commitment to effective governance and prudent management of Guyana’s oil resources, challenging the opposition to account for its own record before criticizing ongoing improvements in the sector.
