Top Cop sent home; Graham still hanging on string

Commissioner of Police Leslie James

Commissioner of Police Leslie James has been written to, by Shaheed Roger Khan who is alleging that he, Khan was unlawfully detained and prevented to leave the Criminal Investigation Department Headquarters during one of his routine reporting procedures on Tuesday.

Khan who spent several years in a United States Jail was deported last year and has been mandated by the Guyana Police Force to make weekly visits to the Criminal Investigation Department as that unit continues investigations into claims that Khan may have been responsible for the murders of Social Activist Rondel Waddle and Boxing Coach Donald Allison.

Khan through his attorney at Law Glen Hanoman wrote James the following letter and copied to several persons.

Commissioner of Police Mr. Leslie James DSS, DSM Guyana Police Force Police Headquarters Eve Leary

Dear Sir,

RE: Wrongful arrest and false imprisonment of Shaheed Khan

We act on behalf of Mr. Shaheed Khan regarding the matter at caption.

We are instructed of the following series of events which form the subject of this letter: On the 25th day of February 2020, Shaheed Khan, whilst reporting to the Police Headquarters in Eve Leary at 09:00hrs, as part of routine, was unlawfully restrained from leaving.

At approximately 13:30hrs, after having been unlawfully restrained in Eve Leary since 09:00hrs, Shaheed Khan was wrongfully arrested by Corporal Cosbert for the offence of robbery and escorted to Brickdam Police Station in relation to an alleged incident which occurred at Altitude Cocktail Bar & Lounge at 62 Sandy Babb Street. Shaheed Khan, who was at Altitude Cocktail Bar & Lounge with his daughter at the time, had no involvement in any such incident, further, there was no evidence that could form the basis of any reasonable suspicion that Shaheed Khan had committed an offence.

Indeed, Police at Brickdam Police Station were prepared to release Shaheed Khan, having admitted that there was no evidence linking Shaheed Khan to the alleged incident and therefore no legal authority to hold him against his will. However, Senior Superintendent Michael Kingston, the Acting Crime Chief ordered police at Brickdam Police Station to continue to hold Shaheed Khan.

In spite of the advice from his own investigators that there existed no legal authority to continue to hold him.

Shaheed Khan was finally released at approximately 20:30hrs from Brickdam Police Station, having been held against his will unlawfully from 09:00hrs. During this period, Shaheed Khan was not given the opportunity to have lunch or dinner.

This letter is written in accordance with the Civil Procedure Rules 2016 of Guyana in pursuit of initiating legal action.

Yours respectfully

Shahuone Glenn Hanoman Attorney-at-Law Templar Chambers

Cc: Chairman of the Police Complaint Authority

Justice William Ramlal Brickdam
