Pope Leo warns AI weapons escaping human control

Pope Leo XIV has issued one of the strongest warnings yet from the Vatican on the dangers of artificial intelligence, cautioning that some AI-powered weapons systems are now operating “practically beyond” meaningful human control and calling for urgent global regulation of the rapidly advancing technology.
In his first major encyclical, Magnifica Humanitas (“Magnificent Humanity”), released Monday at the Vatican, the pope said artificial intelligence poses serious ethical, social, and military risks if governments fail to establish strict safeguards and oversight mechanisms.
The 43,000-word document places AI at the center of the pope’s early papacy and compares the technological race to the biblical Tower of Babel, warning that unchecked innovation could deepen inequality, weaken democracy, and fuel conflict.
Speaking during the presentation of the document, Pope Leo warned specifically about autonomous weapons systems capable of selecting and engaging targets with minimal or no human intervention. He argued that allowing machines to make life-and-death decisions threatens human dignity and international peace.
The Vatican’s position comes amid growing global concern over lethal autonomous weapons, commonly referred to as “killer robots.” Discussions under the United Nations Convention on Certain Conventional Weapons have intensified in recent years, with more than 70 countries reportedly supporting stronger international rules governing AI-driven weapons systems.
Pope Leo also criticized the concentration of AI power among major technology companies and warned that artificial intelligence could worsen unemployment, surveillance, misinformation, and exploitation if profit is prioritized over human welfare.
The pontiff called for legally binding international regulations, independent oversight bodies, and greater public accountability in the development of AI technologies. He stressed that artificial intelligence should “serve humanity” rather than dominate it.
The Vatican has increasingly positioned itself as a major voice in the global AI ethics debate.
Earlier church documents had already raised concerns over deepfakes, digital manipulation, surveillance, and autonomous warfare, but Magnifica Humanitas marks the clearest and most comprehensive intervention yet from the Catholic Church on the future of AI.
