Minister Walrond outlines police modernization agenda at UNCOPS

Minister of Home Affairs OneidgeWalrond, led Guyana’s delegation to the Fifth United Nations Chiefs of Police Summit (UNCOPS 2026) at the United Nations Headquarters, where she outlined the country’s efforts to modernize the Guyana Police Force through innovation and the adoption of emerging technologies.
Speaking during Session 2, titled ‘Innovation and New Technologies in United Nations Policing’, Minister Walrond addressed ministers, police chiefs, and senior representatives of international law enforcement agencies, reaffirming Guyana’s commitment to using technology to strengthen policing while maintaining accountability, respect for human rights, and the rule of law.
In her remarks, the Minister noted that “technology is transforming the security landscape and creating new opportunities for more effective, accountable, and citizen-centred policing,” while highlighting Guyana’s continued investments in digital transformation, intelligence-led policing, cybersecurity, and the modernization of law enforcement institutions.
She also stressed the importance of international cooperation in addressing emerging security threats, emphasizing that “bridging the digital divide while maintaining public trust, accountability, and respect for human rights remains a critical priority.”
Acknowledging the challenges faced by developing countries and Small Island Developing States, Minister Walrond called for stronger global partnerships through increased technology transfer, sustainable financing, specialized training, and enhanced knowledge-sharing.
Concluding her address, she stated, “Through collective action and innovation, we can build safer, more resilient, and more effective policing institutions for the future.”
The Fifth United Nations Chiefs of Police Summit brings together ministers, police chiefs, and senior representatives from across the globe to promote international peace and security through cooperation and innovation in policing.
