ERC Summons Jennifer Ally Over Racial Remarks on Social Media

The Ethnic Relations Commission (ERC) has summoned social media commentator Ms. Jennifer Ally to appear before the Commission following the circulation of racially charged remarks reportedly made online.
In a statement, the ERC said it is “deeply concerned” over the comments, noting that Ms. Ally had previously been cautioned for similar conduct. The Commission described the remarks as “divisive, offensive, and contrary to the spirit of respect and harmony” it seeks to promote across Guyana’s diverse communities.
The ERC reminded citizens that while freedom of expression is protected under the Constitution, Article 146 (3) explicitly excludes “hate speeches or other expressions, in whatever form, capable of exciting hostility or ill-will against any person or class of persons.”
Ms. Ally has been summoned to appear before the ERC at 11:00 a.m. on October 23, 2025, to respond to the allegations. The Commission warned that failure to comply will result in further action under the relevant laws of Guyana.
Reaffirming its zero-tolerance stance on racial hostility, the ERC urged members of the public to use social media responsibly, promote tolerance, and reject messages that foster division.
“The Ethnic Relations Commission remains committed to fostering a society where mutual respect and understanding form the foundation of national harmony,” the release concluded.

The Ethnic Relations Commission (ERC) notes with deep concern the recent racially charged statements circulated on social media by Ms. Jennifer Ally who was previously cautioned for similar conduct,
Such comments are divisive, offensive, and contrary to the spirit of respect and harmony that the Commission continues to advocate across all communities in Guyana.
The ERC wishes to remind all citizens that freedom of expression carries with it the responsibility to ensure that public statements, particularly those made online, do not inflame ethnic tensions or undermine social cohesion.
Article 146 (3) of the Constitution of Guyana states that freedom of expression “. does not relate to hate speeches or other expressions, in whatever form, capable of exciting hostility or ill-will against any person or class of persons.”
The Commission has since issued a summons to the individual involved, requiring her to appear before the ERC at 11 a.m. on the 23′ of October 2025, to respond to these renewed allegations of racially insensitive remarks. Failure to comply with this summons will result in the Commission taking appropriate action as provided for under the relevant laws of Guyana.
The ERC reiterates that racial hostility in any form has no place in Guyanese society. The Commission continues to encourage citizens to use social media esponsibly, to speak out against intolerance, and to promote messages that build unity rather than division.
